Proposals for grants in cities and counties outside of these areas will be evaluated at the discretion of the board of directors.  The foundation focuses on grants that will have a major impact on a program's success, rather than being a small participant in a large scale project.  The foundation does not fund salaries, benefits, stipends, capital expenditures/campaigns, humanitarian causes or operating expenses.
